Notice of FY22 American Rescue Plan Homeless II Allocations and Application

 

Greetings, 

 

This is a formal notification of your Local Education Agency’s (LEA’s) allocation of funds for the American Rescue Plan Homeless Children and Youth II (ARP Homeless II – Entitlement) grant for the fiscal year ending September 30, 2024.

The American Rescue Plan (ARP) Act of 2021 included additional monies within the Elementary and Secondary School Emergency Relief (ESSER) Fund to support the specific and urgent needs of homeless children and youth due to the impact of the Coronavirus-19 (COVID-19).

Arizona received a total allocation of $16,914,124 for ARP Homeless Children and Youth (ARP Homeless II – Entitlement) funds, with $9,520,398.00 set aside for grant allocation for the ARP Homeless II – Entitlement. One of the purposes of the ARP Homeless II – Entitlement program is to provide wrap-around services. Therefore, ARP Homeless II – Entitlement funds may be used for pre-award costs dating back to March 13, 2020, when the national emergency was declared. The ARP Homeless II – Entitlement Project will end on September 30th, 2023. However, carryover will be allowed until September 30th, 2024, and the final Completion Reports will become available in October 2024.

On the ADE American Rescue Plan - Homeless Children and Youth Grant page, the ARP Homeless II – Entitlement Allocations per LEA, U.S. Department of Education (ED) guidance, and new allowable use of funds are provided. Grant allocations were determined based on ED’s required formula for this program, which is based on each LEA’s proportionate share of Title I, Part A funds received in FY21 (the federal fiscal year 2020) and proportionate share of homeless children and youth identified by the LEA relative to all LEAs in the state, using the greater number of data reported by the LEA in SY18-19 or SY19-20. Revised ARP Homeless II – Entitlement Grant Application: To ensure greater equity and timeliness in accessing the ARP Homeless II – Entitlement funds, the ARP Homeless II – Entitlement grant application has been transitioned to an entitlement grant, and the number of narrative questions has been reduced. LEAs that may have applied for funds using the prior application will need to reapply under the new, revised entitlement application. Data will be migrated from the prior application to the new entitlement application, where possible. However, LEAs will need to review and revise their prior application responses and budget information to align to updated final allocations for the program in the new application.

The ARP Homeless II – Entitlement application will be available on June 1st, 2022, in Grants Management Enterprise (GME) and has an application deadline of August 5th, 2022.

Consortium Requirement: Pursuant to the ARP Homeless II – Entitlement requirements, an LEA must have a minimum allocation of $5,000 to receive an ARP Homeless II – Entitlement subgrant. LEAs with an allocation of less than $5,000 may receive a subgrant only as part of a consortium. Consortia are eligible to receive a subgrant if the total of their combined allocations is at least $5,000. LEAs with an allocation of less than $5,000 will be required to join a consortium to access their ARP Homeless II – Entitlement allocations. Notice of Intent to Waive Funds: LEAs choosing to decline the ARP-HOMELESS II - ENTITLEMENT funds must formally notify the ADE Homeless Education Program of their intent. Please complete the ARP HOMELESS II - ENTITLEMENT | INTENT TO WAIVE FUNDS Form no later than June 3rd, 2022.
